The human resources administration faces a lot of economical changes which has resulted in establishing syndicates and labors unions. There is a necessity to adopt practical and vocational notions in the field of human administration and challenges of the low wages.
The government has adopted the program of administrative updating with a view of establishing a comprehensive system for human resources management and concentrating mainly on the human factor.
In order to achieve a sustainable development, the human factor have to be well qualified and be in conversant with new technological aspects whether social, political or cultural.
Other activities include determining premiums and remuneration which they deserve through planning and organizing the structure of relations of businesses and employees.
In a working paper presented by the Ministry of the Civil Services to the First Conference for the Local Councils, the future plans for human resources administration through the application of the local council system and achieving sustainable development, rendering governmental services and putting an end to corruption.
The working papers have outlined the current condition of the human resources system which manifests itself in the insufficiency of policies and regulations in the field of individual administration. A certain kind of dysfunction has been prevailed in our administrative units. The low wages, the absence of incentives, and the absence of job classification has resulted in the lack of the university graduates working at the governmental bodies which have reached to 15 percent.
The volume of the administrative system
Indications have pointed out that the administrative system constitutes 78,4 percent compared to other private sectors. It has reached alone in the capital secretariat to 81,4 percent, the productive sector, 16 percent distributed to 5 governorates. In Aden the administration system reaches 43 percent, Hodeidah 12, 6 percent, Hadhramout 10,9 percent, Taiz, 6,2 percent, and the Secretariat 6,2 percent.
According to the working paper presented by the Civil Service, the number of the working force have reached 459272 and those who have become retired have reached also to 14,100 employees.
Statistical indications have made clear that the educational level of the working force in several governorate is not corresponding to the education or health needs and other administrative system activities.
Statistics indicate that there is a big dysfunction with regard to the educational outcomes in universities, diploma after the secondary school. More than 80 percent of the working force working in the field education and health sector has reached more than 90 percent in some of the governorates.
This distribution has constituted a huge burden on the management of the human resources in Yemen.
Therefore, the project of upgrading the civil service includes tackling the dysfunction of the working force with regard to its scientific level. Geographical distribution among the working forces have to be taken into consideration with a view of promoting its ability to apply the local authority law.
To tackle the problem of the dysfunction, the cabinet has issued a decision concerning the basics and employment procedures to establish firmly the justice principle in job opportunities.

Controlling employment automatically
In order to control the dysfunction, the ministry of the civil service has register technically the applicants through computers and comparisons using these techniques:
1- Providing a complete database of the applicants in every governorate.
2- Detecting repeated names in registration process. In this case, the number of the repeated names have reached 7115.
3- Determining the shortage of each specialization in each governorate.
These procedures have helped those who deserve to be employed.
Future plans
The future plans of the proper orientation of the individuals is the main focus of the human resources to achieve sustainable development.
Several objectives have been determined in the following fields:
1- Social objectives
2- Organizational objectives
3- Functional objectives
4- Human objectives
The concerned bodies at the government aims at determining the role of the local authority to increase the role of the human cadre.
